Friday, July 11, 2026, Prime Minister Kamla Persad-Bissessar's government put its signature on three memorandums of understanding in the same sitting. Two were with American companies proposing AI data centres. One was with a steel outfit looking to restart a plant that has sat mostly quiet since 2016. Taken together, officials are calling it a potential US$5 billion package and more than 5,000 jobs. Taken apart, each piece raises a question the announcement itself did not answer.

Ernst and Young LLP signed on for a framework to develop a 300-megawatt data centre. Hummingbird AI Holdings, headquartered in Florida, signed on for a 150-megawatt AI infrastructure facility, with room in the agreement to grow that to 500 megawatts. Pinnacle Steel and Vanadium Corporation signed on to explore refurbishing and recommissioning the Point Lisas iron and steel plant, with an added angle on vanadium. "They're going to invest here to work on data centers, two for data centers, and one to help us rejuvenate and rebuild our steel industry," the Prime Minister said, according to the Associated Press. It is the first such Caribbean agreement for either American firm.

None of this is signed, sealed, and poured-in-concrete. An MOU is a framework for due diligence and negotiation, not a construction permit. But treating Friday's news as a press release and nothing more misses the point. The numbers in these frameworks are large enough, and specific enough, to be worth taking apart properly, against a grid, a gas supply, and a water system that all have their own numbers already.

What 450 Megawatts Actually Sits On Top Of

T&T's power system is not enormous. PowerGen runs the two largest gas-fired stations, 852 megawatts at Point Lisas and 236 megawatts at Penal, and Trinidad Generation Unlimited runs a newer, more efficient 720-megawatt plant. Add it up and the country's installed generation capacity sits around 1.8 gigawatts. Solar remains a rounding error by comparison, with Mordor Intelligence projecting roughly 184 megawatts of installed solar capacity by the end of 2026, growing fast off a small base.

Now put 450 confirmed megawatts of new, dedicated data centre load against that 1.8-gigawatt base, with another 350 megawatts of headroom sitting in the Hummingbird agreement's expansion clause. That is not a marginal addition to a grid running comfortably below capacity. That is a quarter of the country's entire current generation base, arriving on top of existing household, commercial, and petrochemical demand, not instead of it. Every megawatt a data centre pulls at 3am on a Tuesday is a megawatt T&TEC still has to find room for during the afternoon peak everyone else is drawing on.

To be fair to the companies involved, nobody serious proposes running a 300-megawatt facility off the existing grid unmodified. New generation, new transmission, or both, would need to be part of whatever comes out of the due diligence phase these MOUs describe. That is exactly the detail the public has not yet seen, and the detail that determines whether this is a net addition to national capacity or a quiet reallocation of capacity that was supposed to serve everybody else.

The Gas Feeding the Grid Is Running Thin

Here is the part that makes the timing awkward rather than merely bold. T&T's natural gas production peaked around 4 billion cubic feet a day in 2010 and has fallen to roughly 2.6 billion cubic feet a day now, a decline of more than a third, according to the U.S. Energy Information Administration and separate analysis from S&P Global and Hart Energy. That shortfall is exactly why Atlantic LNG's shareholders agreed in January 2026 to decommission the facility's Train 1 liquefaction unit, and why Atlantic LNG exported around 9 million tonnes of LNG in 2025 against a nameplate capacity of 12 million tonnes a year. There is real reason for cautious optimism further out: bpTT brought the Cypre field online in April 2025, and Shell has taken final investment decisions on both Aphrodite and Manatee, with first gas expected in 2027. None of that changes what is true right now, in July 2026: the country is proposing to feed hundreds of new megawatts of demand from a gas supply that is smaller today than it was fifteen years ago, banking on fields that have not yet produced a single cubic foot for these new customers.

The difference this time is that the waiting is over. The MOUs are signed. The gas math has not changed to match.

The Pipe Runs Once a Week. The Cooling Systems Won't.

Electricity gets most of the attention in data centre conversations. Water deserves at least as much in T&T's case. Large-scale data centres, particularly the kind running dense AI compute rather than simple storage, typically rely on significant volumes of water for cooling, whether through direct evaporative systems or the chillers that keep server rooms within operating temperature. That is a real, physical input, not a rounding error on a balance sheet.

T&T already has a water problem that most of its own citizens live around rather than solve. Much of the country runs on a WASA supply schedule rather than continuous service, most homes keep a rooftop tank precisely because the tap cannot be trusted to run daily, and some communities have gone weeks without any state-supplied water at all. Real talk: allyuh could ask any household in Diego Martin or Siparia what "water pressure" means and get a laugh, not an explanation. That is not a hypothetical inconvenience. It is the daily operating condition of a meaningful share of the population the government answers to.

None of the announcements on July 11 included a published water-use plan for either proposed facility. That gap is not a technicality. A UN University report cited in coverage of the deals estimates that data centres worldwide could account for nearly 3% of global electricity use by 2030, a scale of resource draw that responsible operators plan for years in advance, publicly, with local utilities. T&T deserves to see that plan before the concrete gets poured, not after.

The Steel Plant Ghost Getting a Second Chance

The third MOU, the one that got the least attention next to two AI data centre announcements, is arguably the one with the clearest, most human backstory. ArcelorMittal closed its Point Lisas iron and steel plant in March 2016, citing falling world steel prices and rising gas and electricity costs, and put roughly 600 direct workers out of a job overnight, according to IndustriALL's accounting at the time. The plant sat mostly dormant through multiple failed sale attempts until TT Iron Steel Company Ltd closed on its acquisition from the liquidator in July 2024, with plans to bring it back on line using lower-carbon electric arc furnace technology.

Pinnacle Steel and Vanadium Corporation's new MOU, signed the same day as the two data centre agreements, covers further refurbishment and recommissioning of that same site, with a stated interest in positioning T&T in the strategic vanadium market. It is a smaller headline than "300-megawatt data centre," but for Couva and the surrounding communities that watched 600 households lose a wage in a single March, it may end up mattering more day to day. It is also, worth noting plainly, an industrial energy consumer in its own right, one more claim on the same gas and grid capacity everything else in this announcement is competing for.

UWI Is Building AI Talent. Who Builds the Data Center?

There is a genuine, well-timed asset sitting next to all of this: the University of the West Indies at St Augustine is launching three new AI postgraduate programmes in September 2026, a Master of Applied Science, a Master of Philosophy, and a PhD in Artificial Intelligence, run through its Artificial Intelligence Innovation Centre, publicly inaugurated in December 2025 and described by UWI as the largest AI research, development, and commercialisation centre in the Caribbean. That pipeline matters. It produces the researchers and model-builders a genuinely sovereign AI strategy needs.

It does not, on its own, produce what a physical 300-megawatt facility runs on day to day: electrical engineers who understand high-voltage switchgear, HVAC and cooling specialists, network infrastructure technicians, and the facilities management staff who keep uptime above 99.9% through a hurricane season. That is a different training pipeline, closer to the trade and engineering skills T&T's energy sector already has in Point Lisas plant operators than to a PhD programme. If the 5,000 jobs promised in Friday's announcement are going to land on Trinbagonian CVs rather than fly-in contractors, somebody needs to name which institution builds that specific pipeline, and on what timeline, ahead of a first-quarter-2028 commercial operations target for the Hummingbird facility.

What Would Make This Actually Work

None of the above is an argument against the deals. A US$5 billion package and 5,000 jobs is not something a country of 1.4 million people waves away, and diversifying beyond gas and petrochemicals is precisely the argument this site has been making since long before Friday's signing. The argument is for specificity, in three places where the announcement was silent.

Publish the power plan. Before ground breaks, T&T's public should see whether 450-plus megawatts of new demand is met with new generation, with existing spare capacity, or with a mix, and what that means for the gas supply contracts backing it.

Publish the water plan. Cooling technology choices vary enormously in water intensity. A commitment to air-cooled or closed-loop systems, disclosed publicly and audited, would answer the question WASA customers are already asking on the radio call-in shows.

Name the local training pipeline. UWI's AI postgraduate programmes are a real asset for the research side of this story. The facilities and trades workforce needs its own named commitment, ideally tied to the existing energy sector's technical college and apprenticeship infrastructure, not invented from scratch.

Get those three things in writing and this becomes the diversification story T&T has needed since gas production started sliding in 2010. Leave them unanswered and it becomes exactly what Dr Wayne Kublalsingh warned about: something that looks like development, signed at speed, without the plumbing to back it up.
